Interfering

Lao Tzu means that the interference of the people on what is natural ruined the natural and by ruining the natural way, it means that the things that are supposed to be on their place are not anymore on its place like in the Tao Te Ching 46 ‘When Tao is present in the universe, the horses haul manure. When the Tao is absent in the universe, war horses are bred outside the city’ it says that when things are on its natural way the things will just run by itself and do what the things naturally do but when the way of nature is lost and when people interfere and destroys the way of nature, things will be not on its proper place and things will not run itself and things will not do its way naturally because the natural way is destroyed and being interfered by the human way.
